My Lords will be glad to be furnished with the
views of the Secretary of State on the question whether any
alteration is desirable in the present instruction for handing
over to the Chinese all pirates captured in Chinese waters. If,
notwithstanding recent practice, this instruction is to be
retained, the Secretary of State will no doubt consider whether,
in present circumstances, it is desirable to continue to make
a stipulati on that the persons handed over should receive a
fair trial and not be subjected to torture nor to any
punishment repugnant to the usages of civilised nations.
6. A copy of this letter has been sent to the Colonial
office.
